Associate Professor Chalmers has 25 years’ experience working in the area of sustainable development in the Asia-Pacific region. In recent years, he has alternated between university teaching (Sustainable Development) and project work (UNDP Human Development Reports). From 2004-2011, James was the Human Development Report specialist with the UNDP in various country offices as well as the UNDP Asia-Pacific regional office, where he led the Expert Network for the Asia-Pacific Regional Human Development Reports. Dr Chalmers served as a Reviewer for the Editorial Board of the Journal of Human Development, Routledge and is a member of the Education Group of the Human Development and Capabilities Association, a group of international scholars who collaborate with the UNDP and construct curricula and text books for teaching. At Flinders University, he taught Sustainable Development, which he also taught at the University of Adelaide. In other academic appointments, James has been a Visiting Professor at Andalas University in Indonesia and IIT, New Delhi. His India work includes a 2014-15 engagement by the Assam State Government with Drs Saikia and Dasvarma of Flinders University. Their team contributed their innovative research methodology in the preparation of India’s first sub-national Human Development Report – for the state of Assam. In 2018, James was engaged with Udoy Saikia and Gour Dasvarma by the Government of Timor-Leste to apply their methodology in the preparation of Timor’s 2018 national Human Development Report. Subsequently, in 2024, Drs Chalmers and Saikia adapted their methodology for an impact study on the results/ outputs of an Australian-led community college in Tamil Nadu. The impact study was published in a 2024 monograph entitled Empowering Marginalised Women in Remote Indian Villages, London: Routledge.
