White papers are research-based report addressing an issue or topic. Unlike journal articles they are not externally peer reviewed nor are they constrained by the format requirement of a journal publisher. The purpose of a white paper is to give the reader an understanding of the topic and the related research. Research reports are often the report of the work and findings of a funded project. These reports and white papers share earlier research from RePADD research that may not other be easily retrieved.
